You get a “no matches” answer. That is a completed search — the source did its work, so the request is charged. If the source is unavailable or the request has an error, nothing is charged. A separate case: the person is found but the record has no SSN with a full date of birth — that comes back as “not found” and is never charged.

In retail you pay per request at the catalogue price and work by hand in the dashboard. A package is SSN + DOB searches bought up front from $1.30 each with API access; a package does have an expiry date. DL, MVR and the credit report are always charged to the balance at the catalogue price.
